A Request for Proposals for 2008 has been released. Proposals are solicited from the SWC Full and Supporting Members in the following focus areas:
The RFP is available on the website at http://www.energy.psu.edu/swc/fundedopp.html. The period of performance will be January 1, 2009 to December 31, 2009. All proposals must be received by 4:00EST on September 3, 2008. All proposals received will be heard at the 2008 Fall Meeting, Erie, PA on September 8-9, 2008.
The 2008 Fall Meeting for the Stripper Well Consortium will take place on September 8-9, 2008 at the Sheraton Hotel, Erie, PA. The meeting will be the opportunity to hear presentations from all proposals submitted in response to the Request for Proposals. The meeting is being held prior to the Pennsylvania Oil and Gas Association's (POGAM) 90th Annual Meeting and Conference, Bayfront Convention Center, Erie, PA on September 9-10, 2008. As part of the SWC technology transfer, several projects will participate in the exhibit session at the POGAM meeting. Since many of our members would like to participate in both meetings, it was decided to have the meetings back-to-back rather than running the meetings concurrently.

The SWC will participate in the upcoming 2008 Oklahoma Marginal Well Commission's Oil and Gas Trade Expo on October 16, 2008 at the Oklahoma State Fairgrounds, Oklahoma City, OK. Over 70 people attended the 2008 SWC Spring Meeting at the DoubleTree Hotel, Washington DC on April 24-25, 2008. The meeting focused on reviewing funding requests from twenty proposals requesting over $3.9M. Rep. John Peterson (PA) opened the meeting followed by a technology panel from past projects.
The Executive Council met immediately following the close of the general meeting to consider all proposals. Eight proposals were recommended for co-funding totaling over $842,000.

The Rocky Mountain Oilfield Testing Center (RMOTC) recently partnered with Ormat Nevada Inc. to test the concept of using oil-field waste water to power field production equipment. The test has been in the planning stages for over a year and will officially kick off at Naval Petroleum Reserve No. 3 (NPR-3) near Casper, Wyo., this summer.
The purpose of the project is to validate the premise that a binary geothermal power generation system that uses hot water produced by an oil field can reliably generate commercial electricity. The power system is a commercial, air-cooled, skid-mounted standard design Ormat Organic Rankine Cycle (ORC) power plant. Ormat will supply the unit while RMOTC will install and operate the facility for a 12-month test period.
Harnessing the available hot water produced during oil production to power the oil field could potentially lead to more economical access to reserves, especially in stripper fields such as NPR-3. The use of field-proven and time-tested technologies to test geothermal application in the oil field builds confidence that this clean, renewable source could become commonplace in the oil fields of the future. Three students from Taylor University competed for $7,000 in a business competition with their business plan to commercialize and expand the low-cost well logging tools that we constructed through the recent SWC contract at Taylor University. There were 12 student and community proposals that were entered into the competition and only the top four made it to the finals. The VBC Geophysical Explorations led by Sergey Milasuk, along with Matt Garver and Upendra Kumar won second place and the undergraduate prize for their work. The Taylor Center for Research and Innovation (CRI) is helping in the incubation with technical and business assistance. proposed using highly specialized equipment, including video, to explore stripper wells, which are orphan or abandoned oil wells with a projected small output.
The group said it can currently cost well owners between $20,000 and $40,000 to determine how much oil is in these small wells, but VBC can provide that service for between $7,000 and $8,000. Contact: Hank Voss hnvoss@TAYLORU.EDU
PTTC, now working under the managerial support of AAPG, is again actively performing its popular E&P related workshops throughout the producing regions. After a minor slowdown last year, PTTC has regained momentum in 2008 with the support of AAPG and other industry sponsors as well as some remaining funding through its 13 year partnership with the US Department of Energy.
